This PR enables the four-phase-flow for binary caching via the
--x-write-nuget-packages-config=...setting. See the specification in #11204 for more details.This PR also adds an end-to-end test suite to the x86-windows CI to cover basic command operation. Once #12170 is merged, I will extend this to also test on Linux and OSX.
